a reactive element? or is it non-reactive?

Reactive. But not as bad as the other answer would indicate. Hydrogen with no oxygen around (and no heat source for ignition) isn't terribly reactive.

You can mix hydrogen and oxygen and the mixture is stable until there is a spark (or some other ignition source). When it does react it reacts quickly.

In oxygen free environments, hydrogen is not especially reactive!

VERY reactive. A balloon filled with hydrogen instead of helium will violently explode if it is placed too near to a heat source.
