Yes.
It's also legal for them to have sex. The age of consent in PA is 16. (If the two are within 4 years in age, then the age of consent is 13 - one of the youngest in the US)

Anyone can DATE anyone anywhere. It is only when sex comes into play that questions/issues arise.

Sure...just keep sex out of the equation as that is considered stat rape. A minor is a minor and it doesn't make any difference if the minor is male or female.
