It's probably a thrush or fungal infection, often brought on by the use of soap. Plain water is usually better.
A tube of cream from a pharmacy should fix it.

you need to wash it well with some antibacterial soap and then apply a liberal glob of neosporin or some triple antibiotic ointment to get rid of any infection and lubricate your foreskin.
If you are having intercourse with a partner, I suggest you hold off until your penis is healed and when you re start engaging in sex, wash your penis off after each encounter and apply some lotion. Never go to sleep or leave the area without washing your penis. The dried crusty stuff will make your foresking dry up again and get irritated.

Could be a reaction to soap or any cleaning substances you've been using, or bubble bath, in which case stop using them all.
Maybe some other sort of skin condition, STD, or infection, you might like to see a doctor if it doesn't self-resolve.

Go to your local drug store and buy some udder balm. It is very similar to Vaseline. If that doesn't clear it up....you may want to see your Dr or planned parenthood and get checked for std's.

Circumcision of males represents a surgical "vaccine" against a wide
variety of infections, adverse medical conditions and potentially
fatal diseases over their lifetime, and also protects their sexual
partners. In experienced hands, this common, inexpensive procedure is
very safe, can be pain-free and can be performed at any age. The
benefits vastly outweigh risks. The enormous public health benefits
include protection from urinary tract infections, sexually transmitted
HIV, HPV, syphilis and chancroid, penile and prostate cancer,
phimosis, thrush, and inflammatory dermatoses. In women circumcision
of the male partner provides substantial protection from cervical
cancer and chlamydia. Circumcision has socio-sexual benefits and
reduces sexual problems with age. It has no adverse effect on penile
sensitivity, function, or sensation during sexual arousal. Most women
prefer the circumcised penis for appearance, hygiene and sex. Given
the convincing epidemiological evidence and biological support,
routine circumcision should be highly recommended by all health
