Its representing the separation that is expressed in the lyrics. The song is about a guy who wants to let his interest really know him.....it seems as though he is an outsider always watching others and never interacting with them.

City of Angels---- An angel falls for Meg Ryan and interacts with her, but she can't really know him until he becomes human himself.
