Congress does have some control over the cash, yes, but a good deal of cash is beyong accountability anyways.

Another problem is that even if all of congress wanted to get funding for the war cut, Bush would veto anything like that and it would never make it through the House. In any event, cutting funding in Iraq abruptly is not a prudent course of action.

Bush has control, because, ultimately, funding will come through for the war no matter what right now. I personally am not sure that a total US withdrawl is a good option, anyways.

neither, its actually al qaeda as a hair over fifty percent of the congress feels there is politcal favor to be gained by dangling troops in the wind with unilateral surrender for poltical gain and grandstanding. its both sad and sickening.
