For a supposed dumb "lame duck", why does Bush always have the upper hand on the Democrats?

Not sure why you think so. Bush has been able to accomplish very little of late. His immigration bill went down in flames. He still hasn't been able to get a funding bill for the war passed. The Democrats now have a majority in both houses of Congress. Are you sure we're talking about the same Bush?

And the Democrats don't have an overwhelming majority.

Truth be told, despite their rhetoric, the Democrats are finding themselves between a rock and a hard place - they don't really want to support legislation that would be disastrous for both Iraq and this country's security - yet they don't want to appear in any way as agreeing with this administration's policies.
And the result? They appear weak and ineffectual as well as indecisive.

Just how does he have the upper hand all by his little self? He has a Congress that still has many Republicans in it. Those Republicans join him in bucking the will of the people.
