They can only play teams in the higher Premier League or Championship in a cup game such as the FA Cup or the League Cup. These are knock out competitions open to all the leagues (and non league in the case of the FA Cup).
League 1 is a seperate competition. For games in this competition they would only play other League 1 sides.

as far as i know, winners of the last coca cola league(1st league) final held at wembley went on to play in the premier league, but if this team does not qualify for premiership tournament, it will end up back in coca cola league
