1971? I was in high school, 1917 was the war, to cut aid to Europe allies. by 1917 also 1/2 a million US troops were already over there, and supply lines were long and easy prey. and more troops were arriving daily.

They were going for broke... victory, rather than a compromise peace. The military (Hindenburg and, especially, Ludendorff) were in the saddle. The idea was that victory could be achieved for Germany by driving Russia out of the war through its revolution, and Britain out of the war through starvation -- via a U-boat blockade.

Maybe you mean 1917?

Although nowadays the U-boats of the Imperial German Navy seem to have been forgotten by historians and writers alike, it was them who very nearly won the First World War for Germany.

They increased in 1917 because they tried playing by the rules and weren't winning, so they went back to their tactic of sinking civilian ships.
