what does it mean and how seriose is this charge

Manufacture or Possession of a controlled substance in Schedule I, II or II with intent to distribute.

Schedule's I, II and III are the lists of controlled drugs. "Other" means that the possession isn't of one of the drugs criminalized by name (usually pot, coke, crack, heroin etc) but of one of the hundreds of other drugs on the list.

With intent to distribute means the State thinks the defendant intended to distribute the drugs to others, not just consume them himself.

It's potentially VERY serious. Basically the person is being charged with being a drug dealer, as opposed to just a user. These are, in most places, felony charges, which means serious prison time, not just county jail for a few months.

He/She needs a lawyer.
