Yes. They House of Representatives is also responsible for drafting the Government Budget.
It the 60s it used to be handled by the House of the Senate, but they passed it off to the Representatives...you, know, as there are more of them....
well, the HOR has more holes than a golf ball, and 168 CIA operatives were captured and killed, since it is easier to buy off a Representative than a Senator.

Only the legislative Branch has that power. They make all laws, control all spending, declare war, etc, etc. The Executive branch just administers the govt. business. The Supreme Court just makes sure they follow the constitution.
