Bought lawnmower new 2 years ago. I do the oil change when necessary and spark plug is good. No matter what throttle setting. It just seem like it wants to turn off but then revs back up to normal then wants to shut down and then the motor revs back to normal constantly. Seems like every second.

Could it be the blade. It was a little worn so I sharpened it but it still does the same thing. I opened up the carb already and cleaned everything out but no luck with it so far.

What your describing sounds like the carburetor. It is starving for gas and as it dies the governor opens the throttle and it revs back up. It could be a jet adjustment issue or it could be debris in the carb. The carb should be removed and disassembled for cleaning. It should be soaked in a good parts cleaner, blown out with compressed air and put back together with a rebuild kit. Check the fuel tank for dirt/water also. Sometimes you can clear it up with carburetor cleaner that goes into the gas tank. I would start by adjusting the jets, if that doesn't work go to the cleaner in the gas, if that doesn't work remove and clean the carb.

It sounds like a clogged cas cap or an air leak.
make sure the fuel line is bleeding good.

If you have a bowl carb there is a nut underneath some of them screw out and on that screw is a tiny hole adjacent to the threads. If that hole gets clogged it will do that also.

Sounds like a partial block in fuel filter try cleaning filter or replacing(best options) if no better see other answers

does it have a fuel filter? If so, it needs to be changed. I have had this problem with trucks before and it was a fuel sensor, IDK if a lawnmower would have one of these.
