Who was the Prime Minister of Canada who couldn't speak proper English?

I remember he had bad english grammar and had a funny expression everytime he talked. He was PM in the 90's Who was he?

Jean Chretien. His odd expression (and possibly his odd accent as well) was a consequence of Bell's Palsy. He was often equally incomprensible in French as well.
