They'll be fine for a short time. Just get another one as quickly as possible, and in the meantime keep the house temps a little warmer. The basking bulb should be on for about 10-12 hours a day, and this will help raise their body temps enough to eat and digest.

Yes. Get a heater as soon as you can. Lower temps cause turtles not to eat and start hibernation and higher temps cause a lot of shedding which is not good. Have the temps around 78-79 degrees.
You should get a stealth heater. They cannot blow up and cannot shock your turtles. When they are out of the water or the temp reaches to what you set it to, it automatically turns off. You can get them really cheap of http://www.bigalsonline.com and right now if you buy things for over $50 you get free shipping. The site is very trusted. Or you can go to a petstore near you to get one.

it depend on what kind of turtle you have. if it is a painted turtle or box turtle they should be fine for about day. but you should get a heat source for them. it's dangerous to leave them in cold temperatures.
