How old are you and how old is he?
Is they guy a dirty pervert or a neighborhood boy your age?
If he is a much older man and you are a minor, I'd tell an adult about it. Especially if you think he's creepy...trust your instincts.
If not, and you think you might like him, ask him over for coffee or a soda. (Like if you are both adults or you are both teenagers..)
He could just be an older retired person with nothing to do all day but watch the neighborhood (and the neighbors.) Ask other people if they think he is harmless, or nice, or creepy, or perverted. Usually there is already a gage but no one thought to clue you in.
For instance, I went away to college and while I was home on vacation, I decided to get my teeth cleaned. My Mom made the appointment, and the dentist kept accidentally brushing up against my breasts while I was laying back in the chair. I mentioned that it did not seem like my imagination that he might of been doing it on purpose to my younger sister who still lived at home.
She said, Eeeowww! I won't go to HIM anymore. He does that to all the women! I was so upset that my Mom had booked the appointment, but my Dad walked into the room and overheard us talking about it and HE was furious with my mother.
I guess the word was out but no one told me! Sometimes, you just have to ask around!
