Britain had a lot of military in North America because of the threat from the Native Americans in the western frontier. The British felt that the colonies were the ones that benefited from the military, and they should pay at least a portion of the current and future expenses directly incurred in North America.

The Stamp Act required that items sold in the American Colonies have a "Stamp" affixed to them. The stamp was basically a sales tax.
