Its due December 11 so i need as much help as i can get!!!!!!!

There are many board games out there with Civil War gaming strategies.

If it doesn't have to be specifically a war/battle game, for something unique I'd recommend designing a game around the Underground Railroad.

You could have different Underground stations, and outlying factors such as troop movements, attitudes/beliefs of chance encounters, and weather could all add variety to the game.

So, you have twelve days to reinvent the wheel! The American Civil War is second only to World War II as a subject for wargames. May I suggest researching www.boardgamegeek.com and/or www.grognard.com to see what wargames have been done and work from there.
