Ah right now the answer must be the Raptors. They had a surprise year last season and performed well and are a chance to win their division again this season, in a way I guess they are a bit of a one man team with Bosh but that has changed a little this year with guys like Kapono, Bargnani, Parker and even Calderon contributing a bit more. I think they are a handy basketball side but really lack the depth and experience to go deep into the playoffs. A couple of shooters would be handy as they often struggles to spread the floor especially against the leagues better defences (eg Spurs, Detroit and even Chicago).
The Hawks are loaded with talent really. Johnson was playing like an MVP last year before he got hurt, Williams has loads of potential as does Josh Smith and Josh Childress has started coming along this year getting around 12 points off the bench. Obviously they are missing a few pieces, another quality big man would be handy and perhaps a pure point guard would help them open the game up. I think if their front office can get their act together the Hawks can be really competitive in around 2 years say, as long as they keep most of their talented kids and add a few more little pieces. I think the Hawks can be better than the Raps in 2 seasons.
A previous answerer said the Kings were in a re-building stage...are they? News to me. If they are they are doing a poor job, the Kings are just struggling at the moment. An aging list combined with some bad trades over the last couple of years has left them with a sort of strange roster, just random players put together who don't really match. Martin has shown he can play and I think he should be the man there now, forget Bibby and I think it is time to maybe trade Miller on to a team who needs a C now because the Kings won't be a contendor again for a minimum of 3 season but probably more. Artest can obviously play but I am not sure if he is good for a team as such, I obviously don't know the guy so can't say for sure but he is another guy I would consider trading to a team ready to win a c'ship right now. I think the Kings suck right now and I think it will get a little worse before it gets better.
So in answer to your question, The Raptors, The Hawks and then daylight and then The Kings.

Atlanta has some good talent, but the Raptors are easily the best in that group. They won more than 45 games last season, and they're the only one of those three who will be in this season's playoff picture.
The Raptors are a good team with one of the deepest benches in the league. The Hawks are getting better, but have a long way to go. And the Kings are just a bad team.

The Toronto Raptors are much better, easily.
They are the only team out of those listed that could actually come close to winning their own repsected division. The Kings have no chance in the West and the Hawks have no chance in the East so it's pretty simple that the Raptors have a chance in the Atlantic with the high powered celtics and somewhat Nets.

Raptors in everyone way(not a fan by the way). Kings and Hawks are in rebuilding mode, and right now I don't see them going anywhere soon. Raptors just need a great primeter player(Vince Carter, T-mac, lol) to combine with Bosh to advance into the next level. But as of now they are nowhere near a contender, but they are closer than the other two.

Raptors. The Raptors have 3 great players that can score points and win ball games(Bosh, Anthony Parker, + Bargnani)
Hawks are second but, have too many young players on roster.
Kings are third. Kings blow without Mike Bibby

id say the hawks because of all the talent, johnson, smith, horford, law, and theyve been playing some good ball this year, not the raptors cause it felt like they won their divison last year because there was not another team that could even be thought of as a legit team last year, and now there is the celtics so i dont think theyll make the playoffs again

I would say the rapters. They proved with there record last year. Also the rapters hav a true star, Chris Bosh. Who do the Hawks hav? Smith is good but he cant cary his team. Who do the kings hav mike bibby? John Salmons? only Bosh can really cary his team
