Defensively (against the pass), the Cowboys and Packers are about the same and both have given up 15 TD passes. Romo has 7 more passing TDs than Favre this year, but about 300 passing yards less and occassionally scores on the ground. Despite Favre's past history, Romo has several more INTs.
Not knowing your specific scoring system, it's hard to make a firm recommendation. Assuming it's standard Yahoo scoring, Romo looks a little better to me partly because the game is in Dallas.

It is a really tough call beforehand.
I would go with Romo. Both are solid plays though.

uh, it's actually favre, though pronounced farve
play favre
he doesn't have a running back and will most likely find themselves behind on the score board so only through the air will he find a way back into the game and Dallas's secondary isn't the best

Favre...experience will prove decisive in this rivalry game which few will see on TV. Even if the Pack drops this one, Favre is going to step up his game and will be close to the 300-yard level for passing yardarge.
