i need to find relax tea leaves. And how do you make relaxtea

You make them.

Relax Tea leaves are a difficult recipe for Rune Factory: A Fantasy Harvest Moon. They require that you have a number of different colored grasses and a kitchen, but no tools are needed.

The required grasses are:
Blue, Green, Red, Yellow, Orange, Purple

It take a crafting skill of 30 to get 100% success on it.

Relax Tea requires a pot and Relax Leaves. They have a craft skill of 45.

Of the two, Relax Leaves give more stat boost, but Tea resotres more HP and RP. Neither are worth using to restore HP or RP though becaues there are many recipies just as cheap that restore more. Several people like them as gifts though.
