Your penis is large for a 13 365 days old. the traditional length penis for a 13 365 days old is 3 inches flaccid and six inches erect on an identical time as yours is 7 inches. So do no longer complication, your large. i'm in basic terms 12 and mine is two.5 inches flaccid and 5.5 inches erect :P

He may not have straited puberty yet and his testicles not yet dropped , or have any facial / pubic hair . This would also mean that his penis has not yet started to grow .
13 is nowadays quite late , not to have at least started puberty m but If he is only just 13 he should wait a few months and if nothing has happened he needs to get his parents to take him to his GP. It is possible he may need some medication to kick start puberty.

No. Thats not normal. Not even close. At that age your done with about 75% growth. Meaning that he will be at about 3 inches when hes a full grown adult! But, he should not concern himself with it, no woman will ever say "No, because your to small. The adult average is 5 1/2 inches,"

It is not normal to have a 1 inch erection. That is extremely small. I would hide in shame and never let anyone see it ever again.
