Well, it could be done. The environmentalists would raise hell, and for good reason: lots of animals live in the desert who would not particularly appreciate being drowned. Actually death, valley which is below sea level could be filled by a giant siphon. You could even install generators and get electricity. However It would probably cost considerably more to build than any electrical payback you'd get.
While ocean front in Nevada would be nice, transportation would suffer. Its a whole lot faster to take the interstate than it is to get on some slow ferry.

because it's sand... and sea water is salty...
to find the effects of salt on the soil quality, study the Romans and what they did at Carthage! Interesting!
All of Kuwait's water comes from the sea, is desalinated and cleaned and then run though pipes throughout the city/country... but it's still not the best to drink... But these Kuwaiti's will pay for any luxury b/c of the oil money.

It would just evaporate and leave a salt crust. Salt water kills most plants, so it would not be worthwhile.
