Some guys like to, others don't. There isn't a set rule.
I personally don't, because if I urinate with my foreskin pulled back the urine will flow out at a too-high angle. With my foreskin forward I can 'control' the direction of it easier!
Of course, keeping the foreskin forward requires a little bit more hygiene caution (as urine can remain under the foreskin) such as shaking off all 'excess pee' by pulling the skin up and down a few times.
By the way, interesting debate you have with your fiance! I'm guessing he's uncircumsized too

For every man with foreskin, it is a different answer. Some really don't have to, to pee. There is enough opening there for a man to urinate. (What women do not understand, that as a boy begins to develop and mature so does the penis and foreskin). In some adult men, the foreskin just naturally goes back.
The word "pull" is the wrong word to use. Mothers for some reason "pull" on their boys skin to rip, tear and bleed inside. Fathers know this should NEVER be done, and just let nature take its course when the son learns masterbation on his own. By then, the foreskin can loosen up for easy cleaning. By the time the child is nine, it will start to loosen up a little as the penis develops and expands.
Yes, some men with foreskin do use their finger and thumb or fingers and some point on their penis to slide up the foreskin slightly. This causes a sensation which actually aids in feeling the urine and getting the urine out.
If you do "look and stare" at a man at a urinal putting his fingers there on his penis, no he is not masterbating. Just a little lift to get the feeling at his urethea to pee.
It is not for sanitary reasons. Again, it is something that some men have to do to feel that feeling at the urethea so they can allow the pee to come out. Like a draft of air, honey.
Now, may I blush! I use a toilet stall myself.

There are no health issues involved in peeing with the foreskin retracted or non-retracted. Urine is not filth. It is simply water with some chemicals in it that are produced by metabolism in the body.
Boys pee through their foreskins from the time they are born at least until their foreskin become retractable years later. There is no health hazard.
Adult males have a choice. Some retract and some don’t. There is no right way and no wrong way.
Some guys find they can aim better if they retract. Other guys find that they use their foreskins to direct their stream.
Some guys like to pinch the tip of their foreskin shut so that the pee balloons the foreskin.
Some guys enjoy the sensation of the pee running through the tip of the foreskin.
I think that guys with full-length foreskins are more likely to pee through the skin without retracting it.
I have a long foreskin which is somewhat hard to retract and keep retracted so my choice is to pee through my foreskin. I find I can make a spout out of my foreskin by holding it just right.

It's a personal preference really as to whether men pull their foreskins back. I leave mines in place usually but if I'm really bursting I'll retract it as it comes out quicker. Better sigh of relief lol !!
Yes as u mentioned, retracting it is more hygienic as theres no urine getting trapped between the end of the urethra and the opening in the foreskin. Males have their own preference though.

It's a personal choice. For example, for me even if I leave the foreskin down the urine doesn't touch the foreskin... since there's an opening.
I just grab it and go, it slides back a little when I grab it, but I don't even think about it. I've never had an infection or cleaning problem by doing that.

As Jesse G said in this string, pulling the foreskin back only takes a second, and it prevents urine build-up around the penis head. Urine build up combined with sweat and pre-*** equals smegma, a smelly substance (like rotten cheese) that builds up under the foreskin. Of course, baths ans showers (i.e., good hygeine) will prevent smegma formation, but not all guys bathe every day. I do! :)

YES! they should pull it back a bit. i do. or else once i tuck it back in my pants ill get all wet with pee!
the guy doesn't have to peel it all the way back, just over the head a little so it doesn't get all over the skin. its a sanitary thing. it only take a third of a fifth of a second to do anyhow.
and don't contribute laziness with foreskin to circumcision. cleanliness as all habitual, u got to teach your kids to be clean at an early age. anyhow, yes. they should peel it back a bit lol

Um, not for sanitary reasons. But it does make the stream more focused. He should just shake and he'll be fine. Even circ'd men should shake after they pee to get the last drops of urine out.
