Given that licence is spelt correctly (for the English) I guess you are UK based.

You need a licence for any road vehicle...

The laws vary widely depending on location. You'd do best to ask the agency that issues the license in your area.

But 50 or 100cc will barely have enough power to push you across level ground. If you live in hilly country, you'll quickly tire of pushing the scooter uphill. Unless you're too young to get a license, go for something bigger - a 175 or 250 cc bike will be a whole lot more useful - and fun.

You most definitely need a driving licence for any motorcycle or scooter, You also need to take CBT before you can ride it on the road. All this is in the UK.

If you are in the UK you need a licence no matter what, if you drive a 50cc you do not need to take a CBT but over that you will before you go on the road.

Basically, if you live in Britain and it has a petrol engine (no matter what size), you need a licence. That is the law.

I'm going to tell you what I tell everyone who asks this. Go the DMV website or office. Every state or country has regulations concerning this. They are not all the same. No one who gives you any kind of advice here will be there with their checkbook to pay your ticket or pay to get your scooter out of impound when you watch it go away in the trunk of a police car. You absolutely must refer to the DMV for these answers.

It depends on the state, but most require that any motor vehicle used primarily on a road be liscenced and some require inspections and certain safety equipment. Best to ask this at your local DMV.
