Elizabeth the 1st was, in her later life as bald as a coot.
Her looks had gone, but when she was painted she insisted like most people of her time that the image given to prosperity should be of a more 'vibrant nature'.
This was a great woman and most of her subjects would never see her in the flesh, so it was understandable she would want to appear in the best light.

Queen Elizabeth was very conscious of her position as Queen and was determined not only to keep her throne in the face of domestic plots and hostlility from the Pope and the King of Spain but also to do a 'public relations' job on her subjects and even on foreign princes. She was also very vain and took great pride in her appearance and dress. Her reign co-incided with the flowering of the English Renaissance and the legend of the the 'Virgin Queen' assiduously promoted by the Queen herself. So naturally she was determined that the portraits of her would be both majestic and flattering to fit in with the image she was keen to promote. As there were no photos in those days, copies of portraits could be painted or engravings and prints done based on them. But no-one would dare paint or circulate one not approved by the Queen or her advisers or they would risk dire penalties.

Any painting that indicated or hinted that she was JUST a woman with the weakness off a woman in a mans world had the potential of undermining her status as Queen of England.
