If it's the vocabulary that's the problem, just read with the dictionary at your side. If you feel that what you read is simply going in your eyes and out your ears without pausing in your brain, try reading in shorter segments, stopping every few minutes to think over what you've read. You could also make notes as you go along, or you could form a study group in which people take turns reading aloud.and then everyone discusses the material, so that those who don't understand something can ask others in the group.
