how do i play monopoly online without regestering to anything
i also dont want to pay or download it

That's a tough one. I'm a little sketchy on the details here, but if I'm recalling the story right, Monopoly/Parker Brothers actively began to assert their license to the game and having online Monopoly versions pulled (it was reportedly on AOL's Games a year or so ago).
Today it's very difficult to find an online version of Monopoly. The closest I've found to what you're looking for is a freeware version called GTKAtlantic. However, very few people play it; probably because there are some technical issues (particularly with trading), and the author has stopped developing it. (last update in 2006)
