only if you actually have health problems from it. ask your land lord to address the issue. if that doens't work, spray them with a fire extinguisher, maybe they will get the hint.

Have you already spoken to your landlord about this problem? There might be a fire ordance that prohibits smoking in the hallways as a fire safety measure and if there is, then your landlord can tell these people to go elsewhere to smoke, if they don't leave, then the police can be called to inforce the laws, or a Fire Marshall can come out and determine if the landlord is following the Fire Safety Rules, if not, then the landlord can be fined.

You should try and communicate with them anyway. Find someone who speaks the language to translate your concerns. Most people do not want to be offensive, and cannot alter behavior unless they know they are offending someone.
Anyone can sue anyone. But you will probably wind up causing a lot of hard feelings in the building. The best policy is to build bridges rather than chasms. Your neighbors will probably appreciate you going out of your way to find someone who speaks their language. Try a local church--there might be a minister willing to do it for free.

Check your lease. Usually, they have some type of provision for neighbors who "infringe on the safety or comfort of others."
You can talk to the leasing office. Also, what language do they speak? Is anyone in the leasing office bi-lingual? You could get someone to write in down for you in their language.
As a last resort, see a physician and get a statement that you cannot be exposed to smoke. You could use this to have the rental office put pressure on them to curb their activities - or to get out of your lease and move. I know it's hard, but you don't want to make enemies out of your neighbors and they do have "smoker's rights."

It will be a lot cheaper to get someone who speaks both their and your language - someone else in the building or someone from a nearby church or rec center. Since it is a domestic dispute in a public space, you might call the police and ask for a ----- speaking cop to help or call the city and see if they have some kind of community assistance - you didn't indicate what language, city or country is involved.

use ur hands to tell them that the smoke is gettign you sick, it helps a lot i saw someone smoking and spoke italian but with some hand gestures and some of my spanish he got the point and threw it away

You must have a interesting life wondering if you cansue because your neighbors smoke.I don't see you being as concerned about your health.You just want to line your pockets.I'm sure you could explain to them somehow not to smoke beside your appartment or you could put up and no smoking sign to stop them..Use your mind

you don't need to. Call INS . it's the imagration department. If you try to sue them they will dissapear and probably rob you on the way out . But if you call imagration they will dissapear. If they are leagle then put up no smoking signs ( the one with pictures)

If you live in such a slum that the smoke comes from the hall into your closed apartment then you have other problems other than second hand smoke that you need to consider.
