After you've been in the league for a certain amount of time, you must clear waivers in order to be sent to the minors. Being on waivers gives other teams an oppotrtunity to take on your contract and place you on their roster, if no other team claims your rights, then you can be sent down.

Basically the players current team places him on waivers. If, within a certain time frame no other team claims the player, the player is said to of cleared waivers. If you do clear waivers the contracted player can be traded, sent to minors, or released outright, etc.

RE:
What does it mean to "clear waivers"?
I was reading an article about Kari Lehtonen. In that article the writer stated that he couldn't be sent to the minors because he would never clear waivers.

All players have an exemption that allows teams to send a player to the minors for a rehabilitation assignment (but the exemption can only be used once on a player).
