Personally, I don't think it matters how old the dog physically is. I only think it matters how you view the dog in your heart.

I consider it a puppy because it is still crazy, usually around 2ish I stop calling it a puppy.

smaller breeds supposedly mature earlier, larger breeds take longer (I have a lab and was told that they still mature between 2 and 3) though he's 10 now I still think of him as my puppy, and he's still running and playing like a pup!
