Surely Mick Jagger! That's the part he played when he sang "Sympathy for the Devil"!
Some might say Johnny Rotten has been known to be a bit of a devil as well!

A little known Norwegian female metal singer/growler named Runhild Gammelsaeter (also known as Ozma). She sang for the doom/death metal band Thorr's Hammer. She has amazing vocal range- at times able to sing like an angel. But when she growls her voice sounds like it's straight from the lungs of hell. She's awesome.

Conan O'Brien said Randy Blythe from Lamb of God sounds like he just summoned the devil when they played his show last year.http://www.youtube.com/watch?v=BpV_jfVIWQ8
edit: I gave Lou a ring and he thought Tim Curry nailed it in "Legend".

Winston McCall. his voice goes really deep in some songs, and in a review of his band's album, it said his voice sounded like "satan was coming out of his mouth"
