19) choose the second. You can lift that middle section from the sentence without affecting it.

20) I'm looking for an answer with a comma after "investigated." Neither is right at the moment. If there is no choice with a comma, then leave the sentence as it is in brackets... but there should be a comma choice.

19. Choose the second answer because "which was spreading rapidly" is and extra in a perfectly fine sentence so it has to be separated.

20. Neither really work because it should be separated by a comma not a semi-colon. If separated with a semi-colon, the first half of the sentence becomes a fragment.
