It keeps dangerous people off the streets.
For some it is a deterrent, and prevents them from comitting a crime.
What it doesn't do is focus on rehabilitation, nor does it adequately prepare them for life back on the streets.
The one single best improvement to the system would be to teach prisoners a trade. Something they can make a living at. How many times have you seen questions posted about felons who can not find work? Several of these will turn to the only thing they know, crime.

In some states inmates are able to receive an education that will help them to become productive members of society.
Many states provide substance abuse education and treatment to help resolve the biggest cause of crime, drug use.
