Multiply each by 100 and put the numbers over 100:

4 = 400/100, 2 = 200/100, 5 = 500/100 and 9 = 900/100

I think that is what you asked?

Multiply each number by 5, since 2 + 4 + 5 + 9 = 20
& 20 is 1/5 of 100, then you get:
10: 20: 25: 45....which adds up to 100.
10/100, 20/100, 25/100, 45/100 = percent ratios. [answer].
