If you explanation that rock is pop were true, then wouldn't all music be pop? There are popular songs in all genres.

Actually, rock IS pop. Pop is just an abbreviated way of saying "popular". So if you have a "rock" song that is popular, then it is pop music. For example, Night Ranger is a great rock band that had a pop hit in 1985 with "Sister Christian". (Kneel to all 18.)
