It is a utility build into Windows since version 3.0 that monitors the program, reports errors, and prepares the "error reports" that you can sent to Microsoft whenever your PC crashes. It is a part of Windows and should be there.

The Dr Watson debugger is a standard part of Windows and has been around a
good long time. It is responsible for the crash reports that you may have
the opportunity to send on to Microsoft after an application crash, among
other things.

Please do send these reports, particularly if they relate to Microsoft
Antispyware. This is instant feedback to the developers about how the code
is working in the real world, and they do use the information.

It is a debugging program on microsoft operating systems. It saves program error information to be analyzed.

It is nothing you need to concern yourself with.
