Different types of software involved. To send the files over there, you need some sort of FTP software. My vote is for a Firefox add-on called FireFTP. (If you don't use FireFox, then the old traditional standard is ws_ftp, and Filezilla has a substantial following.)
For CREATION of a website, if you want it automated then the standard and "Cadillac" and all-powered master (bow before it) is $$$Dreamweaver$$$. If you want plain ol' WYSIWYG so's you can type in the code and use your own raw skills (as I do) then you might favor (as I do) the bargain, and best IMHO: WeBuilder http://www.blumentals.net
...(OOps, a moment later, I didn't notice your note, about free, in which case, not Dreamweaver or WeBuilder, but Notepad++ http://notepad-plus.sourceforge.net/uk/site.htm )

Notepad... or if you really have to notepad++ (google it).
DONT USE WYSIWYG software on your first projects, you will never learn anything once you get used to using them.
Learn HTML, use Notepad...best option, learn more...become good. All those who recommend Dreamweaver, FrontPage etc ARE NOT REAL WEB DEVELOPERS.

You could make your own Piczo website, then share it on the web.
