I presently have my thermostat set to about 65 degrees. For me, that's a bit chilly as I happen to like to be toasty- but the price of electricity will shoot through the roof this winter.

I live in Michigan today the temp with the wind chill is 11 degrees, our house is old and the windows suck but we rent so I can't make too many changes. We do cover the windows with plastic and we have added our own weather stripping around the outside doors to save on energy. Most days I set the temp between 65 and 68 but sometimes when the wind gets to really blowing and its really bitter cold outside we do still have to turn it up to 70 or even 72.

Most people set it betwen 68 (F) and 72. Some go as high as 78 (more common in certain sub cultures). You can turn it down and put on warmer clothes (e.g. a sweater). Some people don't like the bulky clothes, and are more willing to spend the money on heating their home warmer.
I have poor circulation in my hands and feet and prefer it a bit warmer. I think there are laws about businesses (mizerly boss can't set it too low). I'm sure it varies from state to state, but I'm sure it's in the 70's (72-78).

In metric, I set the thermostat at 21 degrees. I find 20 is just too cold. But, if you want to save money, buy a digital thermostat and program it to go down to about 15 degrees while you are at work. You can program it to go up to 21 about a half hour before you get home so that your house is nice and toasty before you get there. At night you could program it to go a bit lower, say 19 or 20 degrees.

I would experiment first. To me, it is most important to feel comfortable in my home and that means keep the thermostat at a temperature so I don't have to walk around in a sweater all the time. I leave mine higher during the day and lower at night, say 68 degrees at night. Here is a site with all kinds of information.

mine is set at 72 and in summer i set it to 68
to save money they say 75 in summer and 65 for winter but i have small children that like to run a round naked
so i need it to be a little warmer

Set it as low as you can live with it. Get used to wearing "sweats" for the heating system.
