If it's due to damage, you can't they're generally soldered to the main board, but you CAN buy a PCI USB card to plug in as well, then simply ignore the damaged ones.

I replaced the USB ports on the back of my Inlaws computer for about £30. As long as we are talking about a desk top it is very easy. Just a matter of opening the cover unscrewing the securing screw and disconnecting the connecting cable then jsut pull out the card with the broken ports on. Then simply slip the new card in connect the wire and put the screw back and off you go.

Is it a laptop or desktop?
If it's a desktop, a USB card is about $10-$20 and would take moments to install. For a laptop a USB PCMCIA card would cost you around $40 and you could install it yourself.
