If you have a non-violent (and not gun or drug related) felony that has been settled in the courts?

Yes. (assuming you're asking about US law)

So long as you're no longer under the control of the courts (not on probation or parole) you can get a US Passport.

Warning though.... check the laws of the country that you plan to visit VERY carefully before traveling. Many countries do not allow convicted felons to enter, and as the various nations criminal records databases get more and more closely connected, you could show up at a foreign airport on vacation and find yourself thrown in jail for attempting to enter the country illegally.

Teekno .... you're wrong. Most countries (including the US) will not issue a passport to someone with certain types of felony convictions, or to anyone with a felony warrant, and if you already have one they will confiscate it.

A passport is a form of identification that established nationality. Legal problems don't affect that.

You should have no problem getting a passport. You might, however, have problems getting a visa to visit another country.
