On cold days your battery is not as strong as it is on warm days. Has to do with chemical reactivity and activation energies.
If on a cold day it doesn't start, try jump starting from another car. If that works, it means the battery is weak, and probably replacing it is the safest thing to do.

My first guess would be the choke, but you also say when its wet weather??? if it is 80 degrees out and raining do you have this problem? of course wet weather days are cooler so you mean wet cold days???
On that vehicle, the choke is automatic, the device uses a spring which is sensite to temperature and depending on the temperature on any given day it wil determine the position of the choke plate when tryng to start.
Try taking off the air cleaner lid one morning before doing anything and you will see a flap on the top of the opening. no matter what type of fuel delivery it uses, fuel injection or carburated or throttle body all should have a choke system. hope this helps, I am not sure which your truck has. if the flap is open and the air is cold there is a malfunction with the choke...

You may be getting spark, but is it strong enough? If a car or truck (gasoline engine) doesn't start when it is wet, you may have a bad cap or wires or even a bad coil. All these can arc out when it is wet, and the cold won't help it any either. When it does start and you have time, use a spray bottle to mist these components and see if they arc out.
Another possibility is the choke or cold idle is not working properly.

If it starts better when you hold the gas pedal down a bit you should check for gas in the vacuum line right at the fuel pressure regulator. You didn't say if the check engine light was on. If it is go get it scanned for codes at an Auto Zone store.

properly, that is a clogged up gasoline clear out. in case you have not ever replaced it, examine it out. Then, order a block heater and plug it in whilst the temp falls decrease than +10 levels F. I even have one on my 07' Impala and that is super. A $50 area vs. a $250 tow invoice. What a good purchase.

next time its wet out and it wont start use wd40 and spray down the plug wires and the coil packs this will this dispalce any water and make a lot harder for the wires to ground out but it woulded hurt to do a tune up this wil get u by new cars can run good with bad plugs and wires

If it just cranks and won't fire, I know GM had ALOT of fuel pump problems 95-2001. It may not be getting fuel.
