My boss decided he wants to lock out those coming to work late even if it is 1 minute. Can he leagally lock employees out of their jobs and send them home without pay?

Yes. It's management's prerogative to set the schedule, as long as workers are paid for their time on duty. If you choose not to adhere to the schedule (i.e., modify it without permission), he is within his rights to modify it (by deleting you from it for the day).

Yes but why would you want to work for a boss who is a idiot. Any boss who does that can not manage his own employees. What he should do is write up the employees if they are late and after maybe 3 times fire them. His type of management is called parent management when someone instead of acting like a leader acts like a parent in punishing their employees.

If he is having a problem with employees being late then its costing him money !!

Most likely yes, but only if you live in a right to work state, are nonunion, etc.

He can also choose to tell you not to come back tomorrow or ever, so things could be worse.
