I just saw a cool christmas craft on tv. White paper flowers on a styrofoam tree shape. Use some white branches randomly on the sides and place a single chocolate cupcake on the branch here and there. They also used the white flowers in a 2 big bowls on either side of the tree! Would look great on my table but I never made tissue paper flowers.

follow these instructions:
1.get some squares of paper seperated from each other
2.lay them on top of each other
3.pick them all up in the middle and squish the middle up
4.get a ribbon or something and tie up the middle (where you squished it)
5.either sides of the paper look likea creased dress right?with as little force, pull the tissue apart from each other(there are two or three layers on one square right?pull them apart too!)
6.do the same on the other and then hold the middle and get your hand and use your thumb and middle finger, and make a circle outside the rose and slowly lift your hand up to the top of it.
7.if your not happy with it repeat 6 a few more times or 5

I make very simple carnations by drawing a circle with compasses on tissue paper which has many layers (at least 5). Then I cut out a circle through all the layers using zig zag scissors. Take a pencil/pen and put the point on the spot that marks the middle. Fold the circle up around the pen. Hold the bottom middle point and pull out the pen. Tie the bottom stem of the flower with e.g an elastic band. Now fluff the layers of the "carnation" out. You end up with quite a dramatic flower and it looks good in any color including all white. You can finish the bottom with florist tape.

Just off the top of my head, i would imagine start w/ a ball of tissue paper with lots of folds and creases, (maybe red would look nice?) and then take strips of white (sparkly?) paper folded into loops and elmer's glue them into those creases radiating from the center, and then fluff and crinkle to get desired look?

I could explain how to make one, but it is easier to have you look at a video.
