If possible drill a hole next to or on either side of the old hole in the hinge and screw a new screw or 2 in the cabinet. Drill a pilot hole (or 2) in the cabinet first.

There are many way to get the broken screw out,and the damage to the cabinet depends mainly on your ability.
The easy way to solve the problem without damage,is to remove the entire hinge and replace it just a little above or below the original site.
The worst that you going to get is a little discoloration on the wood that can be fix with touch up stain.

Go to Sears Hardware and tell them the problem. They make a kit specifically for taking out screws. You will also need a drill with reverse on it.

You need to get a pair of vice-grips(plier like tool that will lock on the screw). Once locked on, turn the vice-grips counter clockwise and the screw will come out.
