For the environment, the choice to not mine the coal is best.

Otherwise, do you mean cheapest, safest, most efficient, fastest, or what other criteria is most important to you. If it is a combination of them, you would need to put together a Linear Algebra system of goals and constraints to compute what is "best".

depends on ground conditions. if the coal seam is close to the surface with little overburden, blasting the waste rock and using a dragline or similar equipment to expose the coal is efficient, if the ground is soft enough you may not need to blast. in underground applications you may want to just chase the coal seam with equipment like a continous miner which "grinds" the coal away from the surrounding rock and moves it away via conveyor belts or uses other equipment to bring it back to the surface for processing. ther is really too many variables to say which method is best. it all depends on how willing the earth is to give up the coal.
