I sent a snail mail letter to Babette Cole (UK children's author and illustrator) and she sent me a lovely card of her artworks back.
Also Australian children's author/illustrator, Mem Fox, has a website although not sure if she is able to answer each email individually.
I would recommend starting with authors you know and like so you can at least say something relevant about their work.

I also was going to say Judy Blume. I wrote her earlier this year and she actually e-mailed me back!
She wrote: Tales of a Fourth Grade Nothing, Summer Sisters,
Blubber, Are you there God, It's Me Margaret? along with other books.

Jan Breit has an excellent website. You can e-mail, print pictures to color, make bookmarks etc.
She wrote, The Mitten and Armadillo Rodeo to name a few.
I am not sure if I spelled her last name correct or not.
