Yes, you can use it here (wherever that is). I can't recall if England uses 220-volt power. If they do, you'll have to switch it if your target country has a 115-volt power system (like the U.S.). There is a little switch on the back of the power supply to adjust this.
You may have to buy a new adapter if you are purchasing a laptop.

Yes, just make sure you select the correct voltage on the back of your power supply on the pc either 110 or 220
If you have a laptop it will automaticly adjust for the current.

You can use your PC anywhere you want and you go. The power supply cable may be different, that the only thing you need to worry about.

http://www.free-codecs.com/download/K_Lite_Codec_Pack.htm if you are worried about codecs from over seas. My friend is stationed in London and hasn't had a problem after installing klite.
