This is mostly a common myth and misconception. There was actually a recent study out that was aimed at disproving this, though I don't have my hands on it this second. But I did find on a Planned Parenthood site a reference to this:
"Some authorities are concerned that pregnancy may be caused by the pre-ejaculatory fluid that oozes into the vagina before withdrawal. Pre-ejaculatory fluid, however, is not semen, and it does not contain sperm when it’s produced.
But if a man has had an ejaculation recently, the pre-ejaculatory fluid may pick up sperm that remain in his urinary and reproductive tract. Studies have shown that the number of sperm picked up from previous ejaculations is very low — in the hundreds or thousands, instead of the millions that are released with each ejaculation. These numbers of sperm are usually considered too small to cause pregnancy, but they might — even if withdrawal is complete before ejaculation."

But, I still wouldn't take the chance, particularly because of STDs.

not the very first bit when a male gets erect but while in the process of having intercourse the sperm gets in tot hat transparent liquid and if there is no condom on then yes a female can get pregnnat off of the clear ejactulation. Thats how i got pregnant

Thats your natural lubricants. Its not meant to impregnate a woman, but there will always be some sperm, and eventually even precum in it. That can get a woman pregnant.
