I think values precedes ethics. Values starts within yourself, and ethics is the application of core values among a group of people (organizations) inside a society.

They both have to be false, because there is no World ethic or value. They change from place to place and mind to mind!

Why does one have to proceed the other? Are they not essentially the same thing?
