You might see specific people playing music for money (in subways). Do they have to take permission from government or they just randomly sit and play the music? Since, government charges for everything that somehow benefits the person so do they have to pay any money per month to sit over there and play music (for money)?

Technically it probably a City deal. Like a person with a Hot Dog stand on the sidewalk. But, from a Patriotic view, it most times overlooked as to "Do you have a Permit"? People trying to make a living and survive. I guess if it got out of hand and people could not walk the subway for all the music players then the Ordinance or a new law be enforced.
I have been from the East coast to the West coast and lived in many States. Just for example, there a place in Memphis, Tennessee. It called the "Square" (Guess it still called that). It have a lot of Bars and many people can go from club to club and have a good time. There a little section where people play music for donations, mostly at night when there a lot of people. What little money those people get, I not think the City is too concerned about. But, I could be wrong.
