You can request that another officer search you, but it will still be the arresting officer's discretion. Personally, I would respect such a request, if for no other reason than to avoid a bogus complaint being filed against me.
You can always file a complaint for anything. Whether it will be treated seriously or not depends on the situation. Lots of false complaints are filed, because criminals usually want to blame everyone but themselves for anything bad that happens to them. However, if there is a factual basis behind your complaint, it will be investigated, and if its nature is really serious, an outside agency is usually used to conduct the investigation to avoid any conflicts of interest.
Lots of criminals hide weapons and drugs in their crotch, hoping an officer will be less thorough in inspecting these areas. Female criminals use the same tactics. Although agencies will use same-sex officers to conduct searches whenever possible, they are by no means obligated to do so. Especially if there is a real reason to believe that there may be contraband or a weapon on that person. If you have already been placed under arrest for something, the officer can and will search you, incident to arrest. If I have arrested a female who I think has something on her, like a knife, gun, or syringe, I may not have a female officer handy to conduct the search for me. In that case, I'm going to search her anyway, and she can stuff whatever comaplints she want to make.
Bottom line, at the end of the day, my biggest goal is to come home from work uninjured and alive.

What are you doing that you need to be frisked by cops so often would be the better question.
If your being touched inappropriately, you should be able to file a complaint against the officer in question - though I know not of any stipulations that say you can request another officer frisk you.

No. They only do that by gender. If you feel you were inappropriately touched by a police officer you can file a complaint. If you try to physically defend yourself you'll just get hit with an "assaulting a police officer" charge.
